About Phil
Phil has had more than 30 years of professional and public affairs experience displaying an outstanding level of commitment, leadership and organizational skills. As a real estate licensed broker and realtor since 1978, Phil first opened his own brokerage company in Duarte, California in 1994. Between 1999 and 2002, he was the Chairman of the Board of New Vista, a Duarte based Public Relations Company. In 2006, he founded Prime Optic Electronic Technologies, a joint venture with Chinese manufactures to produce green technology products including LED street lights. Phils strong leadership in industry is exemplified by his service on the Duarte Economic Development Commission, his election to President of the Duarte Chamber of Commerce in 1992 and as past President of the Monrovia/Duarte Association of Realtors and State Director of the California Association of Realtors.
Phil has also maintained an outstanding and exemplary record of public service for more than two decades. He was first elected to the Duarte Board of Education in 1989 where he served for 4 years and once as President. Having demonstrated an exceptional ability to lead and bring community resources together to address educational needs, Phil was elected to the Duarte City Council in 1993. Where he has served on the city council for seventeen years and has served as Mayor for three terms. During his tenure on the city council, Phil has been a strong proponent of youth services which culminated in the construction of the Duarte Teen Center, a facility devoted to provide youth with after school activities, educational resources and outreach services. Phil brings with him a proven track record of strong leadership and organizational skills with experience in diverse fields both professionally and as a public servant. Apart from his public service, Phil has demonstrated a strong record of community service. He founded the East-San Gabriel Valley chapter of the League of United Latin American Citizens, a community service oriented organization, has served in numerous leadership roles with local youth sports clubs including the Duarte Hawks and has been a mentor to local clubs including Duarte High Schools La Vida Nueva club. He has organized many outstanding events including Duartes Cinco de Mayo celebration, health fairs with the City of Hope and golf tournaments to raise funds for local organizations. Having successfully raised tens of thousands of dollars for multiple non-profit and youth oriented organizations and projects, Phil has also proved to be a capable fundraiser. He has chaired many events and, as the Los Angeles-Taiwan Taipei County Friendship Committee Co-Chair, organized special events including trips to Taiwan and China for the local high school ensemble. His has demonstrated an unwavering commitment to his community and through it, a true passion for public service.
Phil has displayed exceptional leadership both professionally and as a public servant. Over the years, Phils work and reputation as a leader has produced a strong network of relationships throughout the valley and beyond, and has advised on many boards throughout the region. The vast, influential relationships he has built over the years have strengthened his reputation as a solid leader within the community, and in mid 2009, Phil launched a public affairs and community development company, specializing in economic development and public relations.
Phil has resided in Duarte, California for over three decades with his beautiful wife of 33 years, Angela. He has three children, Phillip, Gabriel and Alexis and three granddaughters, Emily, Gia, and Carina all of whom reside in the San Gabriel Valley.
